Its sad, but though, living in an Arab country all my life I've never picked up much Arabic. But I guess it says:

A present to the gentle President Saddam Hussain
President of The Republic of Iraq

How come they didn't give him some KY (lube for non americans) as a gift 'cause it'll sure hurt like hell when they'll shove it to him.
