even if that enforcement is mostly at the hands of the United States, a right we retain even if the Security Council fails to act-John Kerry

It was Close Air Suppurt, so a very logical assumption would be that the troops on the Ground saw them and called in the air strike.

If you watch it a second time, you notice he didn't shot exactly in the middle of the pack. He aimed a little to the left and a little lower, he'd get a strike.
