He didn't have to pay. He was given a high priority invitation from Dubai's Sport's City and Cricket board.
C'mon how much does it cost to come to Dubai from Pakistan. Air blue flies for as little as 280Dh! And he must've at least come in his own jet. It's called maintaining forward relations. When a historic ally invites you in, one with whom you've recently have had strained relations with, you go there. He was received by Sheikh Mohammad, which is significant since when Sheikh Zayed died, Shk Mohammad and Musharraf had a small argument which left things sour. Over Gwadar of course. You do realize his appearance at the match was symbolic only?
