Because he wanted jihad and to be a martyr. Even if he never fought in Afghanistan, its not for lack of trying. He tried twice to go on jihad, once vs Russians and once vs fellow Muslims. He wanted to fight and he didn't care who. He was a jihadist before 9-11.
