U.S. APC hit Russian embassy car in Baghdad

Does anyone know a thing about this accident? Still I don't understand, who rammed who or who was passing who, would US APC ram diplomatic car on purpose, or were they scared if those cars were to blow up the convoy

I am not sure but I thought it was standard practice for APC's in sensitive areas not to stop or slow down very much in order to minimize chances of becoming a target .. so maybe the Russian car just got in the way?
