    Iraqi local elections 2009

    http://news.bbc.co.uk/2/hi/middle_east/7706781.stm

Given the UN proposal last month

is this anywhere near enough to be of any effect, was even the 12 guarenteed seats proposed by the UN enough?
Should any group be gauranteed seats?

    Would welcome thoughts and opinions.

Should raw analytical data ever be passed to policy makers?
