    Binh: Yes, thats right! [With that in mind,] at this session, the NA will approve the Law on Militia. Its a law that expresses our policy of relying on the people to protect our country.



    The kernel of this law is that all the people of a certain age, both men and women, must participate in the militia. Every streets and village will set up their militia unit; organizations and agencies will have their own protection forces as well. Each citizen will become a soldier to defend the country whenever invaders come.



    On the sea, based on the Law on Militia, we will better develop a marine militia to protect our fishermen. But I want to make clear that we build the militia forces to protect our interest and sovereignty, not to oppose anyone. Vietnam loves peace, and only to protect that peace and our independence do we organize such forces.



    VietNamNet: Could you tell us more about the sea militia concept?



    Binh: Sea militia will be set up in coastal and island villages; guard forces will be set up at economic enterprises that operate in the sea, such as fishing cooperatives and shipment companies. They will coordinate with our naval forces and marine police.



    The new militia law will indicate the directions of policy; the Government will fill in the details.

    US warship on goodwill visit with Vietnamese American at the helm

    A five-year old boy whose family fled the country in the closing days of the Vietnam War returns to his native country almost 35 years later as the commander of a warship.

    Vietnamese American Hung Ba Le, 39, commands the guided missile destroyer USS Lassen (DDG 82) that will drop anchor at a port in the central coastal of Da Nang on Nov. 7, beginning a four-day goodwill visit to Vietnam.

    My crew and I are proud to be able to represent our country to the people of Vietnam, said Le.

    This will be an incredible experience for me personally, to return to the land of my birth for the first time since I was a child. My memories of Vietnam are very few, yet I still feel very drawn to it, to its culture, and to its people, Le said in an online report by the US 7th Fleet.

    Le, the first Vietnamese-American to command a US destroyer, told Thanh Nien Weekly in an email interview: The US and Vietnam have a growing friendship, and our military-to-military engagement with Vietnam continues to advance at a measured pace.

    Last year, the hospital ship USNS MERCY was the first US military vessel to visit Nha Trang since 1975, providing humanitarian assistance in cooperation with the Vietnamese Medical Corps.

    During the visit, the crew of the destroyer, almost 300 strong, will engage in a series of activities including a community service project at a primary school and visit a vocational training center for homeless children, according to the US fleet.

    Le was born in Vietnams former imperial capital city of Hue. In May 1975, Le and his family were picked up at sea by the USS Barbour County (LST 1195). The Le family immigrated to the US and settled in Northern Virginia.

    Granted US citizenship in 1985, Le graduated from the US Naval Academy in 1992 with merit and was commissioned as a US Navy officer.

    Le assumed command of USS Lassen in April this year.

    Vietnam's new order of Amur class attack submarines revealed

    According to Aziziov, Rosoboronexport will get a large share of the worlds submarines market estimated on 30-40 ships by 2015 using the Club-S missiles equipped project 636 and Amur-family potential of the Rubin CMDB design. The submarine-based Club-S as well as surface vessels-based Club-N supersonic missiles designed and manufactured by the Yekaterinburg-located Novator has no parallel in the world to hit any targets. The new orders for the Amurfamily submarines may come shortly from Vietnam and India.
    Vietnamese military source says the number of ordered Kilos may be reduced to 4. The other 2 are optional and may be replaced with Amur class.

    C4I for Vietnam

    St.-Petersburg-based Granit-Electron Concern presented new generation C4I complexes including 3TS-25E delivered to India, Vietnam and Algeria, shorebased radars Mys-M1E(Cape), Irtysh-3S and Obzor (Survey), sea- and river going ships radar Irtysh-2RM as well as conventional submarine radar KRM-66E.

    Wrong information. Contract for 6 Kilos has been officially signed today. Delivery rate will be 1/per year. The first Gepard frigate has also been launched into water.
