    Naval review to mark anniversary


    CHINA will hold a naval review in April off the coast of Qingdao City, Shandong Province, a Beijing-based newspaper reported today.

    Three Chinese warships now on an escort mission in Somalia will return to China on March 25 and will be a highlight of the review, Wang Fushan, deputy commander-in-chief of the North Sea Fleet, said yesterday in Beijing.


    The People's Liberation Army Navy was founded on April 23, 1949, and this year's review will mark the 60th anniversary of the founding.

    Two Chinese naval ships took part in a fleet review held by the Republic of Korea on October 12 to celebrate the establishment of that country's navy. Twenty-four ships from 12 countries, including Russia and the United States, participated in the review at Busan.

    Two PLA Navy missile destroyers and a supply vessel set off on December 26 for an anti-piracy operation off the coast of Somalia. It was the first time China had dispatched warships for such a mission so far from home.

    China's military dress parade in Tian'anmen Square on October 1 to celebrate the 60th anniversary of the People's Republic of China will bring joy to the people despite having a prudent budget because of the global financial crisis, Zhang Li, deputy chief of staff of People's Liberation Army, said yesterday.

    Success and Pirie Deploy for International Fleet Review

    International maritime ties will be strengthened with Royal Australian Navy Ships Success and Pirie departing Darwin for Qingdao, China tomorrow to take part in the Chinese International Fleet Review.
    The Royal Australian Navy ships will join units from 15 other nations from 20 – 24 April to celebrate the 60th Anniversary of the establishment of the People’s Liberation Army – Navy (PLA-N), after an invitation was extended in 2008.
    The International Fleet Review coincides with an International Naval Symposium at which the Chief of Navy, Vice Admiral Russ Crane, AM, CSM, RAN will join leaders from up to 30 nations will gather to discuss ‘Strengthening Maritime Cooperation. Building Harmonious Oceans Together."
    "The Symposium is a valuable regional forum and I look forward to meeting with my fellow Chiefs from other nations, to discuss issues of shared professional interest," said Vice Admiral Crane.
    Success and Pirie will remain in Qingdao after the symposium to conduct ANZAC Day commemorative activities in support of the Australian Embassy. Success will then join ships from other nations in the South China Sea for Exercise Bersama Shield, an international exercise aimed at developing joint operational capabilities of the five Power Defence Arrangement (FPDA) nations, involving Australia, United Kingdom, Malaysia, Singapore and New Zealand.
    Bersama Shield will bring together air, ground and naval forces and enhance the interoperability of participating nations. The exercise aims to promote professionalism, enhance the exchange of ideas, deepen knowledge of each member’s strengths and capabilities, and most importantly form personal relationships through engagement.

    Trip comes on heels of incident with Chinese vessels, U.S. ship

    TOKYO — The U.S. Navy’s top officer will visit China later this month to watch firsthand as the country celebrates the 60th anniversary of the Chinese navy.

    The announcement of Adm. Gary Roughead’s visit came April 1 from London, where President Barack Obama and Chinese President Hu Jintao met on the eve of a worldwide economic summit and declared their mutual goal of improving the economy and relations between the two countries, according to a White House statement.

    The invitation to Roughead is not unusual. Both countries have exchanged visits between military leaders and naval ships for years. They have participated in joint exercises in the past decade, and the two navies have been part of a worldwide effort to stem piracy off the coast of Africa, said Lt. Jessica Gandy, a spokeswoman for Roughead.

    Roughead himself has visited China before and has known his counterpart, Adm. Wu Shengli, for two years, Gandy said.

    But the visit also comes on the heels of five Chinese vessels shadowing a civilian-run U.S. surveillance ship on March 8 in the South China Sea.

    The incident prompted strong criticism from U.S. military leaders. Moreover, it signaled that as China continues to show its national pride at sea, the U.S. continues to argue its right to free navigation as a global superpower, according to Denny Roy, a senior fellow at the East-West Center, a research organization founded by Congress to study Asia, the Pacific and the United States.

    "It is easy to foresee these incidents continuing and worsening in the future," Roy said in an e-mail to Stars and Stripes. "If the two sides could work out an understanding to forestall this, that alone would make Adm. Roughead’s visit a major success."

    Roughead will attend China’s International Fleet Review along with Vice Adm. John Bird, the U.S. Seventh Fleet commander, Gandy said. The destroyer USS Fitzgerald also will participate in the review, she said.

    Earlier last week, Obama and Hu agreed to continue more friendly military exchanges. They also agreed to work toward the denuclearization of the Korean peninsula and to address both Iran’s nuclear ambitions and Sudan’s humanitarian issues, according to the White House statement.

    In this decade, China’s gross domestic product has more than doubled. Its budget for the People’s Liberation Army has kept the same pace, growing from $27.9 billion in 2000 to $60.1 billion in 2008, according to an annual report on China released by the Department of Defense late last month.

    The U.S. military’s budget for 2009 provided for more than $515 billion in discretionary spending, up 7.5 percent from the previous year, according to the Defense Department.

    China’s higher spending is in part going toward development of a new class of nuclear-powered, ballistic-missile carrying submarine and aircraft carriers, the report said. Its electronic warfare capacity and air force capabilities are on par with adversaries or making gains, the report said.

    At the same time, the country’s military is hampered by its ability to fix and supply ships at sea and to refuel aircraft in the air, according to the report.

    And while China has gained strides in its ability to knock out satellite communications and continues to strengthen its nuclear arsenal and adapt its military strategy for asymmetrical battlegrounds, it remains limited by its ability to work cohesively within its own services structure, the report said.

    Since September 2007, the country has had at least 18 joint exercises to combat that weakness, the report said.

    considering what happened about four years later, that's probably not something the PRC wants to be reminded about

    thoughtful. Yes,its a magazine pic,not live. I just let know that has an alternative Russian VLS. I am looking forward to the USS Burke class DDG. It is reported that US Chief of Naval Operations and the Commander of Seventh Fleet John Bird will attend the ceremony.

    NEW DELHI: Seeking to engage the Chinese military on a broader level, Indian Navy chief Admiral Sureesh Mehta will undertake his maiden visit to
    China and attend the International Fleet Review beginning next week, an official said here on Monday.

    Three Indian warships and a tanker of the Eastern Fleet will be participating in the International Fleet Review, being held to mark the 60th anniversary of the Chinese Navy.

    "The navy chief will attend the International Fleet Review and will also deliver a lecture at a symposium on the topic of 'Harmonious Seas'," a senior navy official told on condition of anonymity.

    The fleet review, to be held off Tsingtao port in Shandong province April 20-24, will see participation of Indian guided missile destroyers INS Mumbai and INS Ranveer, the guided missile corvette INS Khanjar and the tanker INS Jyoti. Pakistani warships will also take part in the review.

    "We want to engage the Chinese Navy on a broader scale," the senior official said, without elaborating on the plans.

    The Indian Navy has for long expressed apprehension about the increased presence of the Chinese Navy in the Indian Ocean region and hopes to blunt its thrust through greater cooperation. A joint exercise of the two navies has been in the offing for some time now.

    The two nations, who fought a brief and bloody border war in 1962, have seen steadily ramping up their military ties.

    The Indian Navy chief's visit follows Chinese Navy chief Admiral Wu Sheng Li's visit to India last year. Indian Air Force (IAF) chief, Air Chief Marshal Fali Homi Major, had also travelled to Beijing.

    The armies of the two countries undertook their first joint exercise at Kunming in China's Yunnan province in December 2007 and the second at Belgaum in Karnataka last December.

    The IAF's Surya Kiran Aerobatic Team (SKAT), which has enthralled spectators worldwide with its intricate manoeuvres in the skies, also performed in China for the first time in 2008.

    Indian and Chinese warships have been making calls at each other's ports as part of growing confidence building measures between the two sides.

    The two countries signed a memorandum of understanding (MoU) in May 2006 during a visit to Beijing by then defence minister Pranab Mukherjee that stipulated that they would hold joint military exercises, join forces in counter-terrorism and anti-piracy efforts, and also cooperate in search and rescue operations.
