A-yup! The picture was taken during the scuttling process, when she was sunk in May, 2002 as an artificial reef. The flooding didn't go as planned and she went down on her starboard side quite before they had planned on her going down. It took her 3 years, but Hurricane Dennis came around in July 2005 and shifted her around enough that she settled onto her keel, right side up, as had been planned.

If so, she was towed from Virginia to Mobile, Alabama in late 1988. (short journey?)
She's still there as a burn test ship (long journey?)
