    Ok, looking at the obvious - Anonymous US Army Corps of Engineers vessel delivering an electrical substation to an inhabited area, being assisted by the tug Socrates based out of Houston, Texas.

    Educated guess says it's delivering to Texas City after the refinery fires there?

    Nope. The "substation" is part of the vessel.

    Its the Sturgis, which had a nuclear reactor/generator plant on board and supplied power in the Canal Zone for 8 years.

    I knew it looked familiar. I had a Corps of Engineers officer as one of my ROTC instructors in the late 1970s who had this photo of the wall of his office. He ahd served in the Panama Canal Engineering District and a framed and signed photo of the Sturgis was standard going away gift.

    I got to stare at that photo quite a few times while getting my ass chewed by him!
