Didn't the US Navy come very close to reaching this goal? I seem to recall a peak of 599 ships in 1989?

It would be best to look at old Jane's Fighting ships yearly edition from 1988 to 1990 to get total active hull numbers.

The drawdown/downsizing began with the decomissioning of the Brooke and Garcia Class Frigates in 1990 by President Bush, and has continued with 580 Ships in 1989 to 278 in 2007.
