So your comparison is crap. There are no tanks or submarines here. Specifically, there are aircraft with air to air capability, and are thus comparable. They might be designed for different A2A scenarios, but that isn't stopping you from making a comparison that can easily be valid. Are there wartime scenarios where MiG31's could run into F-22's? No one -really- knows. HoJ depends on exploiting the other guy's jammer, and that in turn depends on you knowing how that jammer works, and your missile or aircraft sporting a good enough processor to exploit any known problems ... which depends on the opposition not having fixed said glitches. Like Chogy said, at minimum you'll lose azimuth or elevations, sometimes both. That's enough to kill off a missile seeker, and DECM goes even further in denying a lock. You go STT, it goes 'bzot' and your radar gives up. An SPJ will usually only activate when it senses a threat (ie. STT on self) and attempt to jam that threat. And it can be very effective, or not at all. How does HoJ fit into this? Who knows. SPJ's aren't noise-jammers. They can't be, and besides, there are ways for a fighter to overcome that to attack the jammer. Either way, if the jammer fools your radar, HoJ won't help much because pretty much all of your ECCM has failed.I do admit, i don't know much about how HOJ works.
Maybe, maybe not. We won't be told, but if it was, chances are its stealth was already 'compromized', and thanks to its very low RCS (ie. stealth) its jamming was ridiculously effective, and it was ruining everyone's day even though they knew it was there. And like Jimmy said, if the jamming was offensive, you wouldn't know what's happening to you anyway - you might not be able to tell there's jamming happening. You can't always follow a jammer to its source. It just doesn't work that way; there are ways to deceive direction and range finding devices like RADAR and RWR, and jammers exploit all of that.Was F-22 jamming someone at the same time? If he did, it would compromise his stealth, that's the point i'm trying to make.
