How come F-22's FLIR exhaust plume is roughly the same as other fighters?

FLIR is an image that is determinent between the heat of something against ambient atmosphere. How come F-22's FLIR exhaust plume is roughly the same as other fighters?
Afterburners just make a "look at me" contrast greater than the rest. But the answer is staring you in the face of how IR seekers work. It doesn't matter if your a "stealth fighter" or a A380, your still a juicy seeker target. Anything that creates a heat difference, or can detect it - is of great use. Hence examples principles of IR being used in spherical defence systems. Appreciating IR, also makes you appreciate the use of decoys.
