i agree. there are dangers to this approach, though, ie if you gamble on the wrong field/technology you'd be even more behind than you were otherwise. example of this is how the Japanese MITI, which was so successful in the 80s, failed in the early 90s to see the software revolution.Still, with respect to Germany, Japan or even Russia there's plenty of anecdotal evidence to suggest a focused effort, resources and indigenous talent can go far to quickly level the technical playing field.
