Still, with respect to Germany, Japan or even Russia there's plenty of anecdotal evidence to suggest a focused effort, resources and indigenous talent can go far to quickly level the technical playing field.

i agree. there are dangers to this approach, though, ie if you gamble on the wrong field/technology you'd be even more behind than you were otherwise. example of this is how the Japanese MITI, which was so successful in the 80s, failed in the early 90s to see the software revolution.

No.
The design was in service on a computer way before your Starcraft 2 though.

I would think 2018 is even a stretch the US is having troubles with the F-35 getting it into production and had trouble with the F-22 and the US is ahead in stealth technology. I would say maybe 2020 at best.
