These numbers are basically derived by taking the total dollars and dividing it by a number representing an average annual salary and calling that "one job".

90K jobs won't be lost with F-22's cancellation, most of these people will be reassigned to other projects. Skilled people are valuable.

WRT the job estimates for the C-17 and 737- no great hiring surge will take place, but people will have more job security. When you look at the backlogs and production schedules, and factor the increase represented by any given order, it's not enough to change the overall employment numbers by any significant amount.

Even if we get 30 C-17s, we cannot utilize those planes to make any military tactical advantage or effect. Momentum will still need to come through the ground. I'd rather spend that amount of money building ground infrastructure or increase the training of our soldiers. It gives off a better rate of return than these overpriced planes.
Going back to the issue of necessity, perhaps the decision was made to show the Russians that India has alternatives (IF the Russians decide to pull another "Adm. Gorshkov" sometime down the road)?

Also, I'm sure the fact that Russia failed to deliver IL-76s to China and uphold its end of an official agreement was not lost on the Indians.
