SOP for new Chinese regt to be commissioned near their OEM. For example, all the J-11 Regt were commissioned at the 1st PLAAF air division at Shangyang, same goes with J-10s. Chengdu is where they were made.

1 "test unit" aka blue army, aka bad guys, my take is ~150. They used up the the first batch of AF-31 engines and the 2nd batch of 150 is being delivered.

why do they need to do that? Pictures and satellite photos pretty much give all these information away. It's not as if we don't know where all the regiments are.

I don't know. I just thought it sounds better if the report said something like "the J-10s of the 3rd fighter regiment was commissioned today at (insert name) airforce base."
