The competitors are Patriot and Arrow-2...... but nobody can offer terms as good as Russia can. The only problem - Turket may have political ties to Patriot.

ANKARA, January 23 (RIA Novosti) - Russia has issued a proposal to Turkey to manufacture cutting-edge air-defense systems together, a leading Turkish daily said Monday.
The Sabah newspaper said the initiative had been voiced during a recent Turkish military delegation's visit to the Russian plant that makes the S-300 missile system, a leading Russian export on the defense market.
Turkey, a NATO member, wants to create its own air defense capability, the newspaper said, and has a choice between U.S. Patriot air defense missiles, the Russian S-300, or the U.S.-Israeli Arrow-2 systems.
Turkey's Executive Committee on Defense Industry will discuss a tender on procurement of the missile systems and its financing during a February 17 meeting.
Russia signed its first foreign contracts for the S-300 with China and Cyprus in 1994. The country confirmed recently that it would make the first deliveries of S-300 missiles to Belarus in March 2006, but denied it was in talk over S-300 deliveries with Iran.
