Incendiary weapons are not chemical weapons. This is why incendiary weapons are their own separate classification of weapons.
However, it is definitely true that it was the incendiary effect of the jet fuel that caused the WTC towers to collapse - the high temperatures of the fire caused by the burning fuel is what weakened the steel trusses and caused the collapse of the concrete floors that ended in the pancaking collapse of the towers.
