Not per man, but per rifle company.

There were two types of modification. One was to rebarrel the rifle which seems logical but expensive and time consuming sending the guns back to an arsenal for the change-out.

The second and most used was to insert a shoulder sleeve adapter into the chamber so the shoulder of the shorter .308 case would rest against it. Then you would have to fire 3 live rounds to pressure seat the sleeve into place.

But the chamber has to be bone dry for this to last. If there was any lubricant still in it, later the sleeve would pop out. This would leave a .30-06 length chamber but a .308 could still be fired with some loss in muzzle velocity.

Rebarreled Garands in .308 are very hard to find. Sleeved chamber Garands can be found here and there but most people try to figure out a way to take the sleeve out. I know I would because I like the Ought-Six and the Garand was designed to take all kinds of .30-06 configurations.

A friend of mine loaded up a clip with eight different loadings and/or bullets ranging from 150 grain up to 220 grain Remington round nose.

The venerable and reliable Garand ate every one of them up without a jam or missfire.
