It isn't really possible, it's a hypothetical map drawn up by LTC Ralph Peters for the Armed Forces Journal, representing his ideal of a solution to conflicts in the Middle East. If interested in more, he's recently published a book titled Wars of Blood and Faith: The Conflicts That Will Shape the 21st Century.
