It's true that the Europeans have fished the crap out of the eastern atlantic and med stocks, but Bluefin on the whole are not threatened, and they exist in large numbers in every ocean on the planet. Neither are yellowfin or albacore endangered or threatened.
Fact with tuna is, no one knows how many there are. The only ones that get counted are the ones that are on the surface, which is a very small percentage of the total biomass.
It happens all the time- fisheries managers expect a small run, and it ends up being record proportions. Then the next year they think it will be huge, and there's nothing to catch.
