    Members of the Cabinet have been defending themselves following the Daily Telegraph's decision to print details of their expense claim
    Among the expenses detailed by the Telegraph were Gordon Brown's payment of £6,577 for cleaning work between 2004 and 2006 to his brother Andrew - a senior executive at EDF Energy.

    There are also two payments of around £150 in successive months for the same piece of plumbing work.

    Justice Secretary Jack Straw is said to have claimed for the full cost of council tax back even though he received a 50% discount from his local authority. He repaid the money last summer, shortly after a High Court ruling requiring the receipts to be published.

    There is Business Secretary Lord Mandelson's claim for thousands of pounds for work on his constituency home in Hartlepool after he had announced his resignation as an MP.

    Communities Secretary Hazel Blears claimed for three different properties in a single year, spending almost £5,000 of taxpayers' money on furniture in three months. Foreign Secretary David Miliband spent hundreds of pounds on gardening at his constituency home.

    Chancellor Alistair Darling changed his official "second home" designation four times in four years. Transport Secretary Geoff Hoon switched his second home in a way which allowed him to improve his family home in Derbyshire at taxpayers' expense before buying a London townhouse.

    Although there is no allegation that any of the ministers broke parliamentary rules, the report is certain to raise further concerns over MPs' £24,000-a-year second home allowance.

    A spokesman for the Prime Minister said that Mr Brown and his brother shared a cleaner at their two flats. Andrew Brown paid the cleaner and the Prime Minister reimbursed his share of the cost. The double claim for the plumbing bill was an "inadvertent error" by Mr Brown's office and the cash was repaid as soon as it came to light.

    A spokesman for Mr Straw said he himself spotted errors in his claim for council tax and repaid the difference. A spokesman for Ms Blears said that all of her claims had been approved as being in line with the rules. Lord Mandelson insisted the money was spent on essential maintenance and said the report was presented to provoke public anger.

    Care services minister Phil Hope and health minister Ben Bradshaw have faced questions about their spending on second properties, claims the Daily Telegraph in its latest MPs' expenses story. Minister Phil Hope is named in the Daily Telegraph's latest MP expenses story It said Mr Hope had spent more than £37,000 on refurbishing and furnishing a modest two-bedroom flat in south London.

    The Corby and East Northants MP responded: "The purchases I made were no more than was necessary to live in a habitable residence"

    Mr Bradshaw apparently switched the designation of his second home to a property he shares with his partner in west London.

    While the couple initially split the mortgage costs, Exeter MP Mr Bradshaw now claims the entire interest bill on the property - despite owning only half.

    Meanwhile, immigration minister Phil Woolas threatened legal action over "disgusting" suggestions that he used parliamentary allowances to buy clothes for his wife, nappies and comics.

    Mr Woolas, who has been at the centre of controversy over Gurkhas' residency rules, said he had filed receipts along with claims for groceries at his second home, but did not claim for all the items listed.

    "What I have done is put receipts through, but then claimed on the expenses form for the food and not for the other stuff," he said. Mr Woolas said the expenses records being used as a basis for the Daily Telegraph stories were "stolen property".

    Ex-Government figures also did not escape scrutiny. Former Europe minister Keith Vaz, who now chairs the influential Home Affairs Select Committee, was said to have bought and furnished a flat in central London with more than £75,000 of public money, despite living just 12 miles away with his wife in a £1.15 million property.

    Mr Vaz also changed his designated second home for a single year to a property he owns in his Leicester East constituency. During that period - 2007-08 - he claimed £1,000 for a table and chairs, £750 on new carpets and £2,614 for a pair of leather armchairs.

    Former Prime Minister Tony Blair has been dragged into the MP expenses row.Former PM Tony Blair's property dealings are targeted in the MP expenses probe Documents obtained by the Sunday Telegraph revealed Mr Blair apparently remortgaged his constituency home for £296,000 - nearly 10 times what he paid for it - just before buying a west London house for £3.65 million.

    While there is no suggestion Mr Blair broke any parliamentary rules, he was able to use the system to claim for interest repayments amounting to almost a third of the new mortgage on his constituency home.

    The remortgaged amount was enough to cover the deposit on the new London house, the newspaper reported.

    Mr Blair is among the latest assortment of leading politicians to be embarrassed over their expenses activity. They include ex-Trade Secretary Stephen Byers, Cabinet Office minister Tom Watson and former Tory minister John Gummer.

    One current minister, Kitty Ussher, set out a two page wish-list of improvements to her house in south London and merely instructed parliament officials: "Please pay as much as you are able!"

    Another, Kevin Brennan, apparently had a £450 television delivered to his family home in Wales, even though it had been claimed on expenses for use at his London home.

    Several others who have been the subject of previous stories have threatened legal action for supposed inaccuracies.

    They include immigration minister Phil Woolas, who was accused of claiming for his wife's clothes and nappies, and Labour backbencher Margaret Moran - who allegedly switched the designation of her second home to a seaside property 100 miles from her constituency, and days later claimed £22,500 to treat dry rot.

    Parliament should be dissolved if the expenses scandal continues to rumble on, a former Commons deput Lord Naseby in call to dissolve Parliament amid ongoing row over MP expenses. Tory Lord Naseby said the status of Parliament had been brought "right down into the pits" and Gordon Brown could be forced to call a general election as a result.

    The peer said the public had lost confidence in their elected representatives, leaving a fresh vote the only option.

    He told BBC Radio 4's The World This Weekend: "It's dreadful. It is quite awful. The majority of members, I think, do a genuine job, work hard and try and look after their constituents' interest.

    "It brings the whole status of Parliament right down into the pits."

    The series of revelations meant the "very foundations of our democracy appear to be in dire trouble" and with only a year to run before Mr Brown will be forced to go to the nation an early election could offer a fresh start.

    Lord Naseby, who was deputy speaker from 1992-97, said Sir Christopher Kelly's review of the allowance system should be completed urgently.

    He said: "I think the Prime Minister has to stop thinking he can just make policy on the hoof.

    "I think Sir Christopher Kelly has to undertake this review urgently, I don't see why it should have to take that long.

    "I think frankly, if this runs and runs, then Parliament should be dissolved, I think they have to start again."

    They make the rules..they give themselves pay rises, pension funds, expense accounts to the tune of £25.000 per house, per year, and that is just for fittings. Euro Mp's have expenses of over a £million and that is just expenses.

    We pick the Party they pick the Leader. We have nothing to do with it. Gordon Clown has messed the Country up in about 1 year and I'm surprised it took so long. There is an election in June next year and methinks it's the end of the road for the Lie bour Party.

    Shadow leader of the House Alan Duncan claimed thousands of pounds for his garden before agreeing with the fees office that the spending "could be considered excessive", it has been revealed. Skip related content
    Millionaire Mr Duncan recouped £4,000 over three years.

    However, a £3,194 bill for gardening in March 2007 was not paid after officials responded suggesting that the claim might not be "within the spirit" of the rules, according to the Daily Telegraph.

    Mr Duncan apparently submitted receipts indicating his gardener was being paid £6 an hour for up to 16 hours a week, even though the property had grounds of less than an acre. In March 2007, Mr Duncan claimed £598 to overhaul a ride-on lawn-mower and then a further £41 to fix a puncture a month later.

    Shadow minister David Willetts claimed £115 plus VAT to replace 25 light bulbs at his second home in west London.

    Tory Chris Grayling received thousands of pounds to renovate a London flat 17 miles from his constituency home. He apparently already owned three properties within the M25, but bought the flat with loans subsidised by the taxpayer.

    Francis Maude claimed almost £35,000 over two years for a mortgage on a London flat a few minutes walk from a house he already owned and then rented out. The taxpayer footed the £387.50 bill for moving his effects down the road.

    George Osborne put in a £440.62 bill for a chauffeur company to drive him from Cheshire to London. Cheryl Gillan spent £4.47 of taxpayers' money on dog food, while Oliver Letwin claimed more than £2,000 to replace a leaking pipe under his tennis court.

    Meanwhile, Gordon Brown has faced fresh embarrassment after a note explaining how he should apply his make-up was accidentally left in a taxi by a junior aide.

    The confidential file, handed to The Sun newspaper by the cab driver, also contained notes on how to tackle the Westminster expenses claims controversy and a schedule for Mr Brown's visit to Yorkshire.

    Shadow cabinet members are to pay back thousands of pounds in "excessive" expense claims, David Cameron has announced. David Cameron
    The Conservative leader said a new scrutiny panel will be set up to assess all "excessive" expense claims by Tory MPs and where necessary order them to be repaid.

    Any who refuse to return the cash will be stripped of the Tory whip and expelled from the parliamentary party, he told a Westminster news conference.

    He said when he heard about claims for moats and swimming pools he was appalled. "I don't care if they were within the rules, they were wrong," he said.

    Mr Cameron said he would personally pay back "the only maintenance bill I have claimed in eight years as a Member of Parliament", while shadow chancellor George Osborne would return the cost of "a particularly expensive car journey".

    Under the new rules for the party, all Tory MPs will required publish all their expense claims on the internet as they make them.

    Mr Cameron said: "I want to start by saying sorry, sorry that it has come to this, sorry for the actions of some Conservative MPs."

    He said that of his shadow cabinet, Michael Gove would return £7,000 paid for furniture, Oliver Letwin £2,000 for the repair of a leaking pipe under his tennis court, Andrew Lansley £2,600 for home improvements, and Alan Duncan almost £5,000 for gardening expenses.

    Francis Maude, Chris Grayling and Theresa Villiers would all stop claiming for second homes altogether.

    Dissolving Parliament could be the only way to rescue MPs' reputation amid growing public fury over the Westminster expenses gravy train, Gordon Brown has been warned.
    With yet more senior politicians embroiled in the latest tranche of claims revelations, former Commons deputy Speaker Lord Naseby said an early general election was needed to save the "foundations of democracy".

    The call came as the House authorities mounted a desperate rear-guard action to shore up trust in the allowances regime.

    An independent audit unit is to be created - at a cost of £600,000 a year - to monitor claims.

    Meanwhile, some "clean" MPs started venting their anger at colleagues for bringing the scandal upon them.

    Lib Dem frontbencher Lynne Featherstone said she was "ashamed of my brethren", insisting they were getting "due punishment".

    "You can or should be able, whatever your circumstances, be able to judge right from wrong," she told Sky News.

    Labour backbencher Kate Hoey laid into millionaire tourism minister Barbara Follett for spending £25,000 on security patrols outside her Soho home.

    "I would need to have someone really convince me that an MP can claim that amount of money for personal security, when I know that in my constituency I have women who walk home late at night who would love to have somebody paying for them to have personal security," she told BBC Radio 5 Live.

    The former Liberal Democrat leader used public cash for a new king-size bed

    worth £1,024, Roman blinds worth £528.75, five cushions costing £176.25 and a

    £1,515 decorating bill, The Daily Telegraph claims.

    Party leader Nick Clegg wrongly claimed an £80 phone bill and is said to have exceeded the maximum possible claim on a second home by £100.

    Among the other Daily Telegraph allegations are:

    :: Chris Huhne MP claimed for a £119 trouser press and fluffy dusters delivered to his main home.

    :: Lembit Opik MP claimed for a £40 court summons over non-payment of council tax, which he said he would repay.

    :: Julia Goldsworthy MP, the Treasury spokeswoman, claimed for a leather rocking chair and also spent thousands of pounds just before the expenses deadline.

    :: Andrew George MP claimed £847 a month in interest payments on a £300,000 Docklands flat allegedly used by his student daughter.

    The revelations come as the sixth day of allegations made since the paper obtained a leaked list of MPs' expenses receipts.

    Nick Clegg, the Liberal Democrat party leader, has apologised on behalf of all MPs over the expenses row.

    He has also reportedly repaid £80 for a phone bill he wrongly claimed.

    Earlier, launching his party's European election campaign, he said the expenses row had been a "train crash" waiting to happen.

    He said: "What we are seeing now is the unravelling of a system that thrived in the shadows.

    "I think it's incumbent on all politicians to say, 'Sorry, we got this spectacularly wrong'."

    Mr George is said to be "very angry" that his daughter has been dragged in to the expenses row, saying the London flat is his and is legitimate.

    But the home insurance policy included in his expense forms is in the name of his 21-year-old daughter, Morvah George.

    The newspaper said the MP for St Ives admitted his daughter used the flat as a "bolt-hole" but denied she spent more time there than him.

    Mr George said: "My flat is used as the base for my parliamentary work.

    "It is a shame that the Daily Telegraph's desire for coverage at any price has meant they feel free to drag my family into a story when I have done absolutely nothing wrong."

    Sir Menzies also denied his claims had broken rules.

    In a note to the Commons fees office in 2006, he said: "My flat has remained untouched since 1989 and is in need of decoration and upgrading.

    "You will observe that in recent years I have very substantially underspent my (Additional Costs Allowance)."

    Ms Goldsworthy rejected claims she had crammed claims in before the expenses deadline, saying the timing was coincidental and she funded part herself.

    Health minister Phil Hope is to hand back £41,709 in taxpayer-funded MPs expenses. MP Phil Hope is to pay back over £40,000 in expenses The money was claimed for furniture, fittings and other items for his second home.

    "The anger of my constituents and the damage done to perceptions of my integrity concerning the money I have received to make my London accommodation habitable has been a massive blow to me that I cannot allow to continue," he said.

    His decision came after it was announced that more than a million expenses claims by MPs over the past four years are to be scrutinised independently in a desperate bid to restore public trust in politics.

    Mr Hope, the Labour MP for Corby and East Northants, insisted that all his claims were within Commons rules but that he needed to repay the money "to try to restore the trust and relationships I have with my constituents".

    Gordon Brown backed the "extreme but necessary" measure last night as senior Labour figures started following in the footsteps of Tory frontbenchers by handing over money that they were seen to have "milked" out of the system.

    Communities Secretary Hazel Blears said she is responding to public "outrage and the anger" by paying £13,332 in capital gains tax (CGT).

    wonder what would have been the reaction of our esteemed parliamentarians if a story like this broke out about them?
