Time is in favor of the chinese government since more and more Han chinese are coming into Tibet through the newly built railway and Tibetans become a minority in the region. The Tibetans will have to assimilate with the chinese people. If they don't than they won't move up.
Right now as infastructure is being built in order to lure investment in the region, the dalai lama's decision to stay with China for development is wise.
The problem according to the dalai Lama is culture, but they can preserve the culture, in New York, I see Chinatowns with Chinese festivals and culture all over it. as long as Tibetans make a effort to preserve their culture then it'll live on.
