I think assuming gov't wouldn't waste the money it receives is a bit stretching it. The less the gov't gets the better in my view. I think a person spending more in a bar is more productive then hiring one extra bureaucrat to push paper or re-distribute what was taken since it will always be less than what that person could have had without it being taken by the gov't
