In case you haven't heard, a latest incident resulted in the Philippine coast guards gunning down a Taiwanese fishing board with heavy machine gun, killing an elder crew member (the owner of the ship.)  Unsurprisingly, this has caused an uproar in Taiwan.<br />
<br />
This has been a problem long in the making, though with the way sentiment has boiled over in Taiwan, it seems unlikely that the Ma government can let this go easily.  They had made an ultimatum for the Philippine Government to formally apologize and also several other condition due last night.<br />
<br />
The Philippines response however was again shifty and dubious, as they first telegraphed that they'll comply, then ended up presenting an offer that's more haggling than following through.  and a joint press conference scheduled for around 8 pm last night ended up only happening in 1 am in the morning, with mixed message.<br />
<br />
To show that the severity of the conflict this time around, Taiwan has already expelled the defecto ambassador to Taipei and recalled his counter part earlier this morning. And have froze further application to work in Taiwan, they have noted that they will follow through with a second wave of actions tomorrow if the situation doesn't change, which would effectively push the two sides to the brink of war as it essentially is the closure or all ties, economic and otherwise, between the two sides. (aka more sever than what the PRC pulled on Japan last year.)<br />
<br />
the ROC navy has also already set sail for the disputed waters, scheduling to hold an exercise in that water tomorrow that looks like it's going to go through.<br />
<br />
The issue here is that, unlike China / Japan, the two side's military power in a limited conflict is totally lopsided, the Philippines' has no real naval or air power to project at all if the ROCN and ROCAF were to... say... blockade and cut off the <a href="http://&quot;http://en.wikipedia.org/wiki/Batanes islands" target="_blank">Batanes Islands</a>, the Philippines would have no means themselves of actually challenging that.<br />
<br />
Of course, the elephant in the room is that the US still have some personal in the Philippines, though no official stations, they still have instructors and some observation posts around the islands, including the Batanes.<br />
<br />
Personally, I think the Philippines is massively misjudging the situation here, if they keep playing this game the ROC's option to deescalate unilaterally is basically not available. <br />
<br />
Of course we could muse that why this is happening now, when this was hardly even the first time the Philippine coast guard drove right up and just gun down Taiwanese boats in disputed waters. since the last time this happened in 2006, the DPP government hardly took notice and it died away in a few days.  But this time, for whatever reasons, Ma's on the hot seat and has no option but to go push a very tough stance.<!-- google_ad_section_end --></div>

Whatever the case, it seems that majority of &quot;fighting&quot; being done by today's superpowers is going to take place online.<br />

Japan occupied Korea from 1910 to 1945 and invaded China and several Southeast Asian nations during an aggressive expansion to create what was billed as the &quot;Greater East Asia Co-Prosperity Sphere.&quot;<br />

Experts here slammed Abe's remarks. Ko Sang-tu at Yonsei University said, &quot;That is simply absurd. It's like saying Hitler's invasion of Poland wasn't really an invasion. If a German chancellor had said the same thing, he or she would have had to resign.&quot;<br />

Abe told lawmakers on Monday that he does not feel bound by the Murayama statement. The global press was alarmed, with the New York Times saying he sought to whitewash his country's World War II atrocities, while the Economist warned that the right-leaning Japanese Cabinet is a bad sign for the region.<br />
<br />
Abe said Japan's pacifist constitution was put together by what he called &quot;occupying forces,&quot; referring to the victorious U.S. at the end of the war.<br />
<br />
The constitution, which stipulates the country's desire for peace and pledges a policy of non-aggression, effectively &quot;entrusted the lives and safety of the public to the goodwill of other countries,&quot; he claimed.<br />
<br />
This suggests he is throwing his weight behind moves from the far right to revise the constitution so the Japanese military can launch pre-emptive strikes abroad.<br />
<br />
On Monday, Deputy Prime Minister Taro Aso and other Japanese politicians visited Tokyo's Yasukuni Shrine, which houses the remains of Japan's war dead including convicted war criminals. On Tuesday, 168 members of the Diet followed suit, the biggest number of lawmakers since 1989.<br />
<br />
The Japanese media were critical of the stunt. The Asahi Shimbun urged cabinet members to exercise &quot;restraint&quot; in speech as well as action, while the Mainichi Shimbun warned Japan's &quot;national interests are at risk&quot; if such strain is put on cooperation with China and South Korea in trying to rein in North Korea.

Indonesian president Susilo Bambang Yudhoyono says his country should strive to have a more powerful military than Australia.<br />

About 16,000 Indonesian troops are preparing for joint military exercises in East Java.<br />

Meeting with military commanders, Mr Yudhoyono told them that Indonesia's military should be bigger and more modern than countries like Australia, Singapore and Malaysia.<br />

Lots of more information. Three women community workers died of neck injury by thrashing (NSFW imagery). Only one cop had a pistol.He fired all his bullets in panic, killing one, injuring one. He and other community workers were then burned to death in a suspect's house. <br />
<br />
Suspects then ran out and started attacking a kindergarten nearby injured 4, set a couple of cars on fire. Then the inner tough guy completely took over, these guys got into the police station and set a couple of rooms on fire. That's right, most local police stations only have a couple of guns locked somewhere. With machetes and manpower, it's not too hard to overwhelm one. They knew.<br />

			<content:encoded><![CDATA[<div><!-- google_ad_section_start -->The Indian army has moved an infantry regiment specialising in mountain warfare to Ladakh’s Daulat Beg Oldi (DBO) sector where the Chinese army has intruded into Indian territory and set up a tent post. The ITBP has also pitched a tent post just across from the one erected by the People’s Liberation Army (PLA), after it intruded 10km inside Indian territory on April 15.<br />
<br />
The Indian government is playing down the intrusion with external affairs minister Salman Khurshid saying flag meetings were being held, but sources in the ministry of defence revealed that the situation was tense.<br />
<br />
The two sides are caught in a bitter face-off with the Chinese refusing to retreat, claiming the territory to be theirs. In a deep incursion, a platoon strength of the Chinese army, comprising 50 men have entrenched themselves in eastern Ladakh at a height of nearly 17,000 feet.<br />
<br />
In the past too, the PLA has intruded into Indian territory across the line of actual control (LAC), not very well demarcated at many places. <br />
<br />
In 2011, members of the PLA landed in Ladakh in a helicopter and broke a few bunkers before retreating but this is the first time the stand-off has continued for a week.<br />
<br />
A senior defence ministry official confirmed to HT that the intrusions have increased over the past few months because India has moved its tanks into high-altitude areas of Ladakh and even deployed heavy armoury. Recently, India also reactivated the advanced landing ground (ALG) for troop replenishment.<br />
<br />
“Our troops are patrolling the Chinese side of the LAC and have not trespassed the line,” China’s foreign ministry spokesperson Hua Chunying said in Beijing, adding, “China is willing to solve the boundary question through peaceful negotiations.”<br />
<br />
In Delhi, an effort is being made to contain the confrontation especially since the new Chinese President Xi Jinping is likely to visit India. For now, Delhi is working the phone lines – a line of communication agreed upon under the recently set up Mechanism on Coordination and Consultation on Border Affairs.<br />

China has asked the Indian Army to destroy certain fortified positions in the so-called disputed territory in eastern Ladakh in return for the PLA removing its temporary camp in Depsang valley, now at the centre of a military face-off.<br />
<br />
Sources said a flag meeting on Tuesday — the second since the Chinese incursion on April 15 — failed after the Chinese side made its demand. The Indian side was not willing to make a commitment, and that led to an impasse, the sources said. Also read: Panel alert on China projects<br />

The sources said that Indian fortifications that have come up recently in eastern Ladakh are in an area different from the one where the current faceoff is taking place. No official word was forthcoming on the flag meeting. Also read: Border tension escalates<br />

Emerging new details of the situation in the Depsang valley show that the standoff was triggered by a series of five transgressions by troops of the People’s Liberation Army (PLA) on April 15, including a border crossing by a Chinese military helicopter. India on Tuesday described the situation as being “face to face”, but expressed hope of a peaceful resolution.<br />
<br />
Sources said that hours before Chinese troops pitched three tents in the valley on April 15, a chopper was seen overhead, possibly flying in support of the soldiers. Officials said Tuesday that Chinese troops were at Raki Nala, 10 km inside India’s perception of the Line of Actual Control (LAC).<br />
<br />
The sources said that on the night of April 15, a group of Chinese soldiers engaged Indo-Tibetan Border Police (ITBP) personnel for a few hours before retreating. Another group of soldiers, however, used the distraction to put up three tents on disputed territory about three kilometres away.<br />
<br />
The ITBP discovered these tents only the next morning. Around 30 Chinese soldiers armed with light machine guns are said to be present in the tents. The nearest ITBP camp is at Burste, 20 km away.<br />
<br />
Following the discovery — the first occasion since 1986 when Chinese troops had set up a camp on disputed territory — a flag meeting was convened on April 16. The Chinese, however, refused to retreat, saying they were within their territory. Sources said the April 15 incursion followed an earlier transgression five days earlier.<br />
<br />
India on Tuesday said the incident reflected differences over the alignment of the LAC. The official spokesperson of the Ministry of External Affairs, Syed Akbaruddin, said the standoff was a “localised event” in a sector where perceptions of the LAC differ. “We see this as a face to face situation between (the) border forces,” he said.<br />
<br />
The spokesperson said India had asked China to maintain status quo as it was before the incursion.<br />
<br />
A senior official described the five transgressions of April 15: “One was by a light vehicle, another by a heavy vehicle, two by foot and one by the Chinese helicopter. All these trangressions were in different areas but in the same sector.”<br />
<br />
Sources said there were around 400 incursions along the Chinese border last year, 90 per cent of which were in the Ladakh sector. Around 100 incursions have taken place so far this year. “We have increased our vigil in other areas along the border and have asked our men to be alert. The Chinese used to come and ago but this is the first time that they have pitched a tent,” a senior officer said.<br />
<br />
India raised the issue with China last week and summoned Ambassador Wei Wei to South Block. The MEA joint secretary who heads the joint working mechanism to deal with boundary issues from the Indian side spoke to his Chinese counterpart and emphasised the need to resolve the issue.<br />
<br />
However, the Chinese foreign ministry spokesperson Hua Chunying said on Monday that “China’s frontier troops have been abiding by the... LAC agreed by the two countries... (and) patrolling on China’s side of LAC”.<br />

URUMQI, April 24 (Xinhua) -- A violent clash between suspected terrorists and authorities in northwest China's Xinjiang Uygur Autonomous Region has left 21 people dead, including 15 community workers and police officers and six of the suspects, local authorities said on Wednesday. The attacks happened around Tuesday noon in a town of Bachu County, Kashgar Prefecture, some 1,200 km southwest of Urumqi, regional capital of Xinjiang. Three community workers discovered suspicious individuals and knives in the home of a local resident. They then reported the situation to their supervisors via phone, but were seized by the suspects who had been hiding in the house.<br />

Police officers and community officials from the township rushed to the scene, but were attacked and killed by the suspects, who also killed the three community workers they had seized earlier and burned the house. Other police officers who arrived at the scene shot the suspects and got the situation under control. Two other people from the authorities were also injured in the clash, and eight terrorist suspects were captured. An initial investigation has indicated that the suspects are all terrorists who were planning on violent attacks. Further investigation into the case is under way.

BEIJING: China said it has acquired the first foreign contract for its self-developed 1000 mw nuclear reactor hinting that it could be exported to Pakistan, overriding the concerns of US and India.<br />
<br />
ACP1000, a third-generation nuclear reactor developed independently by China National Nuclear Corporation (CNNC), has secured its first foreign contract, the company said yesterday.<br />
<br />
The reactor passed a review by an expert panel in Beijing yesterday and construction will begin at the foreign site after a domestic ACP1000 reactor work begins at the end of this year, CNNC vice-president Lyu Huaxiang told state-run China Daily.<br />
<br />
However, he did not disclose the name of the country where it will be built.<br />
<br />
It is the first export contract and more global cooperation is under way, he said.<br />
<br />
China has so far aided and assisted Pakistan to construct four power plants at Chashma and is committed to build a heavy reactor there.<br />
<br />
Chashma one and two were stated to be 300 mw each and as per the previous plans the three and four were stated to have 340 mw each.<br />
<br />
While one and two were already commissioned, three and four were expected to be commissioned in 2016.<br />
<br />
It is not clear whether the 1000 mw reactor would be a fifth one to be constructed or it would be built in Karachi.<br />
<br />
Last month the Foreign Ministry Hong Lei tacitly confirmed reports of signing an agreement with Pakistan to build a 1000 mw nuclear power plant and defended the deal saying that it confirmed to safeguards of the IAEA.<br />
<br />
He was reacting to the US media reports that China and Pakistan have entered a secret agreement to build a 1000 mw reactor.<br />
<br />
The Washington Free Beacon portal quoted unnamed state department official as saying that the Chinese move would be in violation of its promise to the 47-member Nuclear Suppliers Group (NSG).<br />
<br />
China, which joined NSG in 2005, had agreed not to sell additional reactors to Pakistan beyond the two reactors sold earlier.<br />
<br />
&quot;I want to point out that relevant cooperation between China and Pakistan does not violate relevant norms of the NSG,&quot; Hong said, adding that in recent years the two countries have carried out some cooperation in the field of civilian nuclear cooperation.<br />
<br />
China argues that the new 1000 mw plant was &quot;grandfathered&quot; by a previous agreement that led to the construction and operation of earlier nuclear power plants at Chashma.<br />
<br />
China at present had 15 nuclear power-generating units in operation with a total installed capacity of 12.54 GW and constructing another 30 units to add another 32.81 GW.<br />
<br />
Till now almost all its 1000 mw reactors are constructed with foreign technology.<br />
<br />
Sun Qin, chairman of CNNC, said in March that the first domestic construction site for the ACP1000 has been finalised at Fuqing in Fujian province.<br />
<br />
He also revealed that the technology was ready for export to Asian and South American countries.<br />
<br />
According to Lyu, a delegation of nuclear power officials from Argentina will meet CNNC bosses today for negotiations on potential cooperation.<br />
<br />
Argentina might begin international bidding for its nuclear reactor within this year if its investigation of the ACP1000 goes well.<br />
<br />
&quot;Our domestic plant will be a reference for foreign customers,&quot; Lyu said.<br />
<br />
The ACP1000 reactor is equipped with an extra safety mechanism in case of an accident similar to that in Japan in 2011, and has self-developed fuel technology, he said.<br />
<br />
It costs 10 per cent lower than current third-generation nuclear reactors, Lyu said.<br />
<br />
Lyu said CNNC is also looking to the European and North American markets, but exports to these regions first have to obtain approval from local authorities.<br />
<br />
&quot;We have submitted an application to the International Atomic Energy Association for a review of the ACP1000, which will help us get the permits to export to Europe and North America,&quot; he said.<br />
<br />
The ACP1000 is not the only third-generation nuclear reactor to be developed by a Chinese company.<br />
<br />
Others include the CAP 1400 developed by the State Nuclear Power Technology Co on the basis of Westinghouse Co's AP1000.<br />
<br />
&quot;But the ACP1000 is the only one with entirely independent intellectual property rights, and is the only one able to be independently exported,&quot; Lyu said, explaining others' exports of similar reactors are tied to the foreign owner of the technology.<br />

A powerful earthquake has killed at least 46 people and injured at least 400 in China's south-western province of Sichuan, state TV reports.<br />

The US Geological Survey (USGS) said the quake, which had a 6.6 magnitude, was centred 50km (31 miles) west of the town of Linqiong.<br />
<br />
It said the tremor occurred at a depth of 12km (7.4 miles). There are fears the death toll could rise further.<br />

An 8.0 magnitude quake in Sichuan in May 2008 killed nearly 90,000 people.<br />

The latest quake - initially reported as a 7.0 magnitude, and then at 6.9 - struck at 08:02 local time (01:02 BST), the USGS said.<br />

It was felt 115km (71 miles) away in the provincial capital, Chengdu, according to China's state news agency Xinhua.<br />

People ran into the streets wrapped in blankets, according to photos posted online. Other pictures showed buildings that had collapsed.<br />

A resident in Chengdu told Xinhua he had been on the 13th floor of a building when he felt the quake. The building shook for about 20 seconds and he saw tiles fall from nearby buildings.<br />

Electrical and water supplies have reportedly been cut to the affected area, the BBC's Martin Patience reports from Beijing.<br />
<br />
Telephone lines are also believed to be down.<br />
<br />
Xinhua said 2,000 soldiers had been despatched to the area to help with rescue efforts.<br />
<br />
The city of Ya'an, close to the epicentre, has a population of 1.5 million.<br />
<br />
The USGS noted that &quot;significant&quot; casualties were likely and that &quot;extensive damage is probable and disaster is likely widespread&quot;.<br />
<br />
&quot;Past events with this alert level have required a national or international level response,&quot; it added, quoted by AFP news agency.<br />
