Seeing as how Russia is now effectively run by the old-school silovki, I think normal diplomacy is out the window. The quid-pro-quo approach the author discussed is probably the only way to get the Russians to do what we want.
While we as westerners can never become one of 'them' in terms of 'their thing', we can contain them- at least until Putin (and his ex-KGB buddies in the same age bracket) die. The new Russian state relies far too heavily upon the competence of this old-school group of players.
