Correct. But one thing the report does not explain. The two defense contractor gentlemen that were onboard and in the torpedo rooms when the accident happened. We cannot afford to assume they were there to sell magazine subscriptions. Now ask yourself what would these gentlemen be doing around a torpedo room on a brand new Russian sub. I myself could believe other if they were monitoring the propulsion systems or other onboard systems but we dont believe they were. Being a state of the art submarine one would believe they wouldn't use an older faulty designed torpedo with known problems aboard a sub of their latest design. We will probably never know the true nature of the explosion however defense contractors going out on manuvers and being in that area would lead one to believe that they were either testing a newer torpedo and or its guidance control measures when the accident occured. These are just an opinion. Nothing more.
