I don't know if it is the right thing to say but that is what happened. It would be too much to assume that Mao thought this out to the letter. After all, the army was largely immune to these effects ... and that was the one organization Mao had to destroy if his Red Guards was to succeed. The army was far from being destroyed.
You don't think there was a better way?
