Substanance hunters usually means that they hunt for food ... which means that you go out hunting with the clothes on your back. That piece of "gear" is expensive and if you can afford it, you're not hunting for food.
I've been hunting for over 25 years and going through bush with those horns is going to get you caught up and getting your neck twisted.

The hat is called 密塔哈 mitahaar and is also made from otter skin. He had deer antlers as decorations. What is the problem?
BTW, the photos have the caption: old hunter Guo Bao Ling next to him as well. Not going to bother to upload the other 5-6 photos this time.

Perhaps the costume with the antlers is more of a ceremonial costume, used for special occasions. Being on camera with the PLA constitutes a special occasion so the hunter donned his best outfit for the photo op.

Brooms not Bombs.
The PLA is once again sending ill-equipped and ill-prepared troops to handle a natural disaster as was done during the Sichuan earthquake of 2008. Why send a couple snow plows when you have idle troops, brooms and shovels!
While the following photo release by the PLA daily may be good for public relations, it's hardly good use of military might. However, brooms and shovels are preferred over rifles and batons in clearing the streets of Beijing.
