What do you mean late ? Did you read that on some rubbish website like strategypage. They are alredy in service, it was late because its new and was tested in 1999 and 2000. With the DF-5A, CSS-9, CSS-NX-5 they've already got heaps of ICBMs, MIRVs and are have a load of SLBMs on the way. Their Shenzhou space launcher is based upon the Dongfeng missile.

The DF-31 is not deployed and there is no evidence that the Chinese have deloyed MIRV warheads. From actual Chinese defence litterature and not internet warriors, the Chinese are in no hurry to do so, not seeing value for the money in these systems.
