Well speaking of my country India we dont have much in the way of democracy either
All our parties with (congress most prominent) practice dynastic politics
Votes are not freely cast they are controlled by various big men (caste leaders, local dons, etc)
placate them with bribes and they ensure that you get into power.
The few people who actually vote freely are mostly middle classes in the big cities.
We are more of a kleptocratic ogliarchy than a true democracy

I might argue that this underpins the notion of "democratic transformation". Have we a budding "neo-con" in our midst?
