Firm converts M16 to M4 rifles
for Lapu police force

FIFTY pieces of M16 rifles of the Lapu-Lapu City Police Office were refurbished and converted to short-barreled M4 rifles.
The conversion was done by the firm Ferfrans.
Ferfrans representative Allan Francis Sy told the Lapu-Lapu City Council on Wednesday that they opted to replace the M16 barrels with shorter ones to make it suitable for urban warfare.
The city government has tasked Sy's company to refurbish the rifles similar to the work they did for the Cebu City government.
Sy presented to the city council 25 of the 50 rifles that were converted.
Councilor Damian Gomez, chairman of the committee on police, said the city spent at least P3-million for the project, at about P60,000 per rifle.
Sy said that 90 percent of the rifle spare parts in the M4 rifles were purchased brand new from the United States.
The M4 be can be utilized for full auto fire and one hand firing.
"The original firearms were part of the Vietnam Era," Sy said.
Lawyer Dick Sison, a government consultant, said the firearms are properties of the Philippine National Police (PNP).
The city government entered into a Memorandum of Agreement with the regional police office to permanently assign the firearms to the Lapu-Lapu City Police Office.

MAYOR Tomas Osmeña can now provide funds to the Philippine National Police (PNP) to convert 100 M-16 rifles into "baby armalites."
The Cebu City Council approved Wednesday the resolution sponsored by councilor Augustus Pe Jr. authorizing Osmeña to enter into a memorandum of agreement (MOA) with PNP 7 Regional Director Rolando Garcia to provide the funds for the conversion.
The PNP 7 recently offered the city 100 unserviceable M-16A1 rifles for the city to repair for the use of the Cebu City Police Office (CCPO), along with the exclusive rights on the use and distribution of the rifles.
The MOA states that the city shall contract the services of a legitimate and qualified supplier of parts and accessories for the conversion of the rifles.
The city has since asked Ferfrans Specialties to do the job.
The 100 M-16s would be converted into 60 Ferfrans 5.56mm SOAR A1-Basic rifles, each with an 11.5-inch heavy machine gun barrel, muzzle brake, telescoping stock, the Ferfrans Rate Reduction System, and a new handguard. Each refurbished rifle will cost the city government P50,000.
The city will have to allocate a total of P3 million for the conversion of the rifles out of its capital outlay account.
The new units would be delivered to the CCPO 150 days after the receipt of Ferfrans of its authority to import parts for the conversion of rifles.
