2.) Even if it hadn't, the IPI wasn't going anywhere because Iran wanted to receive payment for the gas it sent, while India only wanted to pay for what it ended up receiving at the other end. Neither country wanted to take responsibility for the gas in Pakistani territory.
3.) Even if that issue had been resolved, there was too much domestic opposition to having a major Indian economic lifeline running through Pakistan, which would make India prone to any possible blackmailing in the future.
Before India got shut out by the US sanctions, India and Iran had already begun talks of constructing an underwater pipeline to circumvent Pakistan:

The cost on the Pakistani side is going to be $1.5 billion. The Iranians, Pakistanis and the Chinese will provide $500 million each. Out of all the options Pakistan has, this is the cheapest and most secure.
To effectively deal with the looming energy crisis Pakistan desperately needs to complete one of the three available options, according to officials: (i) IP, (ii) import of Liquefied Natural Gas (LNG) from Qatar; and (iii) through Turkmenistan-Afghanistan-Pakistan-India (TAPI) gas pipeline project. The gas price under IP project would be $11 per Million British Thermal Unit (MMBTU), for TAPI $13 per MMBTU and Liquefied Natural Gas (LNG) at $18 per MMBTU.

Pakistanis are going to be more than happy to pay for this gas because its going to be much cheaper compared to running there houses and factories on expensive generators.
Cheers

So iran is going to make money by selling oil to pakistan and china. Is that going to be a problem?
later added:
last year there was a report that china was bypassing south asian(routes) waters by using icebreakers in the arctic. I wonder what happened to that.
Ice is already melting naturally and it is going to change everythingLast edited by anil; 14 Mar 13,, 09:14.

The ability to raise the money is there, whether the next government has the will to do it is another issue.
And if Nawaz Sharif gets elected into power his close ties with the Saudis will very likely play into whether or not the pipeline gets pushed to the background, regardless of whether Pakistan can raise the funds or not.Pakistan is not going to be a theocratic state to be ruled by priests with a divine mission - Jinnah

That is a possibility but i wouldn't bet on it. The fact is; there is a common consensus among Pakistanis of all cadres whether political, bureaucrats, military, media or the economic community that the energy crunch needs to end. It is the crippling the economy and making life miserable for the common lot who cannot afford generators. It is not out of goodness of his heart that Zardari pushed through this project, he was facing immense pressure from the landlords and industrialists from his own party to go ahead with this project. Out of all the options Pakistan has, this is by far the cheapest and the most secure one. Cause frankly, even i am sick and tired of pouring diesel into my generators just to light up my home and work, it has pushed our costs up by almost 19%.
Hope everything is good on your side
Cheers
