You are right, there certainly is an element of red scare in the report. Some of the assumptions about Chinese hardware and capabilities are really generous, but what I found most interested was the recommendations it makes which may offer some insight to future U.S. actions in the western pacific. The suggestion to refurbish airfields in Saipan, Tinian etc. as a counter to the possibility of a Chinese strike on Guam makes a lot of sense to me.
