    28 May [EconomicTimes] NEW DELHI: Prime Minister Manmohan Singh’s ministerial team will be expanded on Thursday with the inclusion of 59 new members, taking the total strength of the team to 79, just two short of the upper ceiling of 81.

    The first round of expansion will include 14 ministers of Cabinet rank, seven members with MoS (independent charge) and as many as 38 junior ministers. The Union Cabinet will now have a total bench strength of 32, as 19 ministers were administered the oath of office and secrecy along with the prime minister on May 22. ...

    That itself gives an idea of the "discussions" that happened behind the curtains
