Quite true. Mayor Guilianni's second greatest moment...was telling the NYPD to start ticketing Diplomats who thought they could park thier cars where ever they damn well chose.

I like the time Rudy arrested Arafat when he came to get the Nobel Peace Prize in 1994. Rudy said screw it, he doesn't have diplomatic immunity, his country doesn't exist! When the UN said they'd fight to get him back, he said bring it on! His cops would kick any UN army's ass!!!
