Germany is a signatory to the Nuclear Non-Proliferation Treaty. Although it has an advanced science and technology infrastructure and would be capable of creating a nuclear weapons program, the government has decided to decrease even the civil use of nuclear energy.

The U.S. will not pay more attention to proliferation concerns in Germany, Western diplomatic sources in Bonn said. However, the sphere of influence of U.S. proliferation officials in Germany will be limited because other foreign policy issues--primarily modernization of Lance missiles stationed in Germany--will take precedence.

Germany has had a weak export control system

Germany has so far spent over 25 million euro on helping just Russia fulfill its treaty obligations and is willing to contribute further as part of an international effort. http://www.un.org/webcast/ctbt/statements/germanyE.htm

      Personal opinion:

I believe Germany has, over the past years, contributed to the Middle East as to nuclear weapons capabilities due to weak export control systems and illicit exports by State companies. However Germany is committed to fulfilling it's treaty obligations, as well as aiding other Middle East countries toward nuclear proliferation.

First of all, Germany has been vigorously lobbying around the world in an effort to win over two-thirds of the 191 UN members to gain a seat at the decision-making table. http://www.dw-world.de/dw/article/0,...439795,00.html

Recommendations for reforming the United Nations are due on Thursday: According to early reports, they include two models to expand the Security Council. Germany remains hopeful it will get permanent membership. (Dec. 2, 2004)http://www.dw-world.de/dw/article/0,...413668,00.html

In my opinion, whether Germany obtains a permanent seat on the UN Security Council will have an impact as to what Resolutions Germany would propose as to Nuclear Proliferation.

I feel if Germany did acquire a permanent seat on the Security Council within the UN, that Germany would first propose a Resolution for countries having nuclear capabilities to sign the Nuclear Proliferation Treaty, such as India, Pakistan, and North Korea. My opinion is that these countries will not sign unless the suspected countries of having them are brought to light as well, for example, Israel and Iran.
