Most likely Iwo Jima. 27 MoH were awarded.
Of course this is after the reforms of the early 20th century.
During the Civil War every soldier in the 27th Maine was awarded the medal for 4 days of guarding Washington DC on 30 June 1863. So 864 Medals were awarded for that act.
(All were purged in 1917)
