Each service got its own reqs and not necessarily condusive to joint ops. Signals is the most obvious element. Land Force tac reqs are completely different than AWACS controlling the air space. The guy on the ground does not need to know who or what is in the air as long as it doesn't bother him.
I've got my Lieutenant-Colonel in Land Force Reserves, Canadian Forces. The three services in CF are officially known as Land Force, Air Command, and Maritime Command. The terms Canadian Army, the Royal Canadian Air Force, and the Royal Canadian Navy has been officially retired when the services was diastrously joined into a single service (the Canadian Armed Forces). It is only when the services seperated again in the late 70s/80s that the terms today re-emerged.
As for Chretien, I didn't vote for him but he was voted into office and for better or worst (and I served under worst PMs), he was my boss - note the past tense.
