thats not outsourcing... its like this... first... they migrate to wealthier states and then basically take all the jobs because they work for lower wages... so that means... not only are they taking our jobs but also adding to the states population (especially the poor population) which puts economical burden on the state... so it's a totally loose-loose situation and the Biharis are merely exporting poverty to the other states...
