Yeah, there is your problem. As Britain, it is essential to take on the Romans before they get legions. I've tried a couple of custom battles as the Britons vs the Romans with the Romans possessing legions, and in that situation, the Brits really don't have a unit that can stand up to the Romans. The Romans have their early legionaries now, but I'm able to produce so many warbands and swordsmen that even when I lose battles (which is happening more and more often), I so deplete the Roman formations that they can't replace their losses before they lose another city. But once the Romans get a good city base, and their legions, you really don't have a chance as the Britons.
Insofar as the British Chariots are concerned, I find that they generally aren't very good against other cavalry, and I don't try to use them as such. Instead, I send them out ahead of my infantry. I bash holes in the enemies lines with them, because they do have a lot of hitting power, and then send my infantry against the disorganized enemy formations. Biggest problem with the Britains is countering enemy cavalry though, because they really don't have a good unit to use against them.
