Yeah, but numbers always help... The Romans are somewhat uncoordinated, as their seven starting cities are divided between four different factions, one which does not expand (the senate). Most non Roman factions start off with 4 to 6 territories united under one banner. I find that in most of my single player games the Gauls provide quite a stumbling block for the Romans, although Carthage's performance is alarmingly poor.
For multiplayer battles, it is probably best to adopt one of two strategies (depending on your non-Roman nation). Either adopt stiff line tactics with your phalanxes, and use elephants/cavalry to disrupt the Roman lines so that they hit your spearwall peacemeal (in a straight up match, top of the line phalanx troops will defeat their more manueverable legionary opponents) with cavalry/skirmishers shielding the flanks... or adopt a war of manuever using Chariots or horse archers. The Parthians have excellent heavy cavalry, and with their camels and horse archers, you can keep the Roman cavalry away from your archers while you eat up the Roman infantry. That is just my experience with playing against Romans.
