For me:
1. USA
2. UK
3. Russian Federation (Those attack subs could do terrible hurt if they'd just look after them)
4. Japan
5. France

India, Italy, the PRC, Spain etc. are decent, and the PRC is getting a lot better, but they are still too small or outdated to be in the top five.
