On an unrelated note, US Army soldiers also do not wear their medals on their BDU, but IA officers do.

I think you mean on a dress uniform, not on BDUs.
Maybe they were off duty or such, but wearing such medals during duty is invitation to death and they will quickly find themselves buddyless.
