OK, fine - so this medieval - but who and what enables, empowers, these attitudes and behaviors in society?

People refer to these as "honour" killings but if you will note, the societies in which these occur most often, have many things in common, particularly the non-existence of ethics and a general morality.

There were reports of honour killings almost daily in Pakistani papers, but either the reporting has decreased or the fact that it is NOW considered murder, is sobering to perpetrators. However' as long as Huddood laws are operational in Pakistan, we will be next to impossible to prevent the tribalization of society.
