IMO, I believe the Russian people were sincerely celebrating May Day (is that what its called?) but the addition of new/updated Topol-M ICBMs was purely political and for the international community. It became a tradition hijacked by the politicians in order to assert and solidify Russia's reemergence as a world power, no doubt about that
