Thats precisely the reason, Why there is a Need to give more powers and functioning Autonomy to EC. EC is no gods body and there would always be people slightly less efficient and not as powerfull as Seshan and Gill.
There's a need to develop EC into a more powerfull body so that even when its not being manned by very capable person's it would still do its job effectively. In the Short run, there would be problems, but in the long run it would be worthwhile
