a bit off topic but after Katerina a German plane with supplies was denied permission to land by the U.S. The most bizzare about this was that it was the fourth flight of the organisation. The goods they transported were M.R.E. kind of food, but also special pumps to deal with grand floodings. But without the parts of the last, cancled flight, the machines could not be used. It took 2 days until it finaly got to the U.S.

A guy I know (who works for the group mentioned above) mentioned also told stories of Indonesia (after the 2005 disaster) putting TAXES on the RELIEF GOODS. They had to pay taxes to the government to be allowed to help them in the first place.
