I think 357 mag has "enough" penetration for general use.
A 158gr bullet out of a 6" revolver barrel will get you around 1400'/s. Same bullet will get you roughly 1800'/s out of a 16" rifle barrel. That's still substantially less than 2250'/s AK round (123gr) and 3200'/s M193 (55gr).
Also, being round rather than pointy, pistol bullets have inherently less penetration than rifle bullets.
If you're that worried about penetration, use 38 special. It generates almost no recoil and is very accurate out of a rifle barrel. You can even "underload" a 38 special and not worry about cycling because a lever gun is hand operated.
