I think you struck the nail on the head. It is the people's responsibility to replace their government, through force or otherwise, when the government fails them in such magnitude. If someone else does it for them, or allows the government to avoid catastrophic failure, i.e. through aid programs, then nothing changes.
If the people wanted to change their government, I would surely support such an action, but would not elect to do it
for them.
